I think that this appointment might be satisfactorily filled by a retired officer on the Ordnance Survey.

I do not see any very satisfactory applicant on the attached list. The S.G.O.S. should be asked to select a man and justify his selection.
Age might be a consideration. He has plenty of men capable of surveying intricate city blocks.
If this fails, I suggest Mr. Matthews.
